The Institute for Justice, a civil advocacy group out of Washington, D.C., has filed a lawsuit against the Fulton County sheriff and the Atlanta and Fulton County police agencies, alleging that they are violating a law requiring them to document any cash or other assets seized in civil forfeiture actions.
